All items similar to this are described as cold painted bronze though the metal showing is silvery, it may be coated over the bronze. It is approx 18cm high and is a table lighter, The metal rod usually has a flint and cloth attached and is struck downwards at the vertical slot on the right side of the rug. The paint loss is shown in the pics, there is no structural damage.
