This is a Bathalian Sorcerer with staff. You'll note that it bears more than a passing resemblance to a Mindflayer. The Alhoon, also known as the illithilich or Mind Flayer Lich. Mind Flayers are high level creatures, so an Undead Liche version will open the eyes of most adventurers.
