I think this is a tractor cultivator front wheel, it's vintage back from my grandpa's farming days here in Northern MI, thought at first it was a barn pulley but no, I don't see a name or serial number anywhere but that could be cause the rust, I'll take my 7inch grinder metal sanding wheel and shine up what I can w/ o wearing the markings out if I find any, it's cast iron and heavy..collectable or make it useful to you..
