As far as I can tell this is 100% complete. Fab set with loads of cool features. Cones with fire truck, small fire truck and helicopter as well as five minifigures and the fire dog! Comes with all five instruction manuals No box. Will be disassembled for postage allowing you to have the fun of re-building it.
