This is not new. There is rust on it and I would say it is deeper than surface rust. It still feels very solid to me. Please use pictures to help determine condition. The question mark in the title indicates that I'm not sure if this is ideally made for the wall because of where the hole is. It looks like it's more design for the can to follow out of the bottom of it into a barrel, but I suppose it could be mounted on a shelf with a hole extending over the edge of it for it to drop into a can or Barrel or mounted on a barrel lid with a hole in that.
