No 09650484. KY-F30E F30 3-CCD. Dust does not affect picture quality, and in my experience having used 1000's of lenses, rarely will fungus, even in large quantities. It is as you see it, there appears to be two screws missing to the mount, I imagine this is to lock it to the lens?.
