This is a species of flowering plant in the genus Hibiscus that is native to Africa but has spread to the West Indies and Asia. Soak the seeds for 48 hours in hot, but not boiling water. I love sowing seeds and it runs in the family - dad, granddad and finally my great-granddad for whom the hobby helped him get over his experiences in the Great War.
