Complete set. The instructions are included, however my 2 year old got hold of them and they have been torn. I have taped them back together as best as possible. Siren has working sounds, but no light, however batteries can be changed. Rare to get this set with pieces and instructions. Last picture is of correct ladder and axe, as didn't realise it was the wrong one till I was packing it away.
