Simply connect the HDMI female end of the adapter to the HDMI connector of your laptop or desktop PC via an extra HDMI cable, then connect the female end of the adapter to the monitor's VGA cable. Since the VGA port cannot output audio independently, you must connect the converter with the VGA monitor.
