Thank you for your interest in this excellent wheel with a history of light use. There are minor surface marks and scratches. They used tire shows normal wear with micro cuts from road debris. The tire is aged. It is included to add protection to the rim during shipping. The tire may need replacement for optimal performance. The hubs spin smoothly with minimal play. The rim runs round and true with even spoke tension.
