Antique ornate,solid silver,1887 or 1894,Victorian period,hallmarked,Birmingham

Here is a Victorian period ornate. From the Hallmark (picture 1 and 12), we can know that the ornate was produced in 1887 (picture 12) in Birmingham. From my view, the year is 1887 not 1894 as I think the mark is double LL (year 1887 in picture 12) not double II (1894 in picture 12).
