This is new in the package as shown in photos. I was able to get batteries in the bottom and it does work. The lights come on and the plate does these really cool colors that blink around where Elvis Presley is signed. Measures about since I can't get excat without taking out of the package...19" long x 8" tall x 6" wide guessing without taking out of the package.
