I don't think it is french for a few reasons, considering the back plate still has in situ the original screws, and if French would be of an earlier design epoch Inc the feet arch etc, it is very likely of English construct made to house the tapestry many years later during the later part of Victorian era c1880-1900 where the stands design is a more comfortable fit.
