This is a vintage Marvel Super Heroes Dr. Octopus action figure from 1993 by ToyBiz. Its only flaw is the base of the bottom corner of the 'bubble' has been torn from the card 1-1/2" The 5-inch figure features articulated, suction cups & grasping tentacles, and comes carded. It is an original piece based on the character Otto Octavius, also known as Dr. Octopus, from the Spider-Man series. The action figure is green in color and made of plastic, with a 1:15 scale.
