El Tor Grotto M.O.V.P.E.R. No. 259 was instituted on November 8th,1946 in Wheeling, Virginia. Has minor wear, leather band inside in real good condition. Has an extra pin attached which is missing a few clear rhinestones, easily repaired or can take off.
