Antique adjustable (9 to 13") No. 3 cast iron chair table pedestal stand
Is adjusted by loosening one bolt and turning the other bolt that ratchets it up or down. When desired height is reached, the other bolt is tightened to keep it in place. Best guess as to age is late 1800's.
