Pretty well built, though I don't know who built it originally. Fully assembled and working, recently cleaned up and recommissioned. Turns over very freely and smoothly with no tight spots, will run nicely on as low as 2psi. Lovely shelf piece or working miniature engine! On nice wooden plinth with felt underneath, and name plate included. Enjoy!
