Factory Continental tyres are like new I think this wheel got a scuffed edge at some point and rather than having the wheel properly refurbished it was repaired as a localised repair on the car, and the paint is flaking off in places and not really gloss, Ideally the wheel needs a full refurb to get it looking perfect.
