Turn the steam OFF. Iron the transfer with firm, even pressure. Do not wiggle the iron. Press and hold the iron onto all areas of the transfer for about 18 seconds. Check the rhinestone design. On a hard side, press fingernails over the plastic to nudge offset stones back into position.
