new in packaging, has been opened. I have not used it and can not vouch for how it works, but does turn on ( see last picture). came from job lot of electrical devices bought by family member and not used. Chinese writing on case but English language when switched on. instructions are also in English.if you know what you are buying great but I wouldn't buy if you don't know what you are buying exactly. don't want to confuse buyer as i know little about item , price is based on average price sold on eBay.
