Helium or air. since a foil balloon is not expandable in size (unlike a latex balloon), it must be slowly inflated. Only 1 balloon, not 0-9. Easy to inflate. Glossy foil. it can be filled to 90% with an air pump and then it must be slowly inflated to full.
