The last two images show some slight tape residue to the edge of the cel and the other shows some marginal cracking in the paint of the cel, minimal but thought I would mention.

I have had this in storage for many years. Bought is 1998 as a gift I mo longer have a place for it. I have now tested the animation and will upload a video asap. All works except I'm sure I recall that I would play a tune while the animation moved and this appears not to work but will just be a small fix it's not a complicated piece.
