When I turn on and also reverse I hear the motor engage a little but nothing turns?. I don't have any reels so not sure if they're needed to have belts spin?. One side has a couple cracks that can be easily repaired.

Seems like you could just take the bulb from the one with the motor issue and have one working unit and one for parts, again I'm unable to fully test without film though. Both units are tested to power on.
