TEST: If you turn the water off (from the stop cock bringing water into the house OR an isolating valve on the cistern), leave it for up to an hour, does the cistern empty?. NOTE: Replacing the diaphragm may not always resolve your problem as the fault could be with the valve itself but it is a cheap way to try and resolve and is usually successful.
