Describing as clear in this context is to differentiate between old lenses with serious internal haze, fungus or wear to outer coatings that will affect lens performance. Usually in this case I use the word 'general' for example a really nice lens in good condition but with a stuck diaphragm would be described as 'In good general condition but with a stuck diaphragm'.
