This is a PARKER 75 pen in the 14KT GOLD FILLED CISELE pattern and from about 1965-66. The gold filled trim shows no brassing. Gold filled tassies are flat indicating an early production date. Note that the cap markings below show this to be the earliest cap style of the four illustrated in PARKER75.

Here is a gorgeous fountain pen and ballpoint pen in sterling silver from Parker. The ballpoint doesn't extend properly, when you push down on the top, the point OVER extends and you have to push it down a little.
