This is a very small English Royal Worcester miniature, a small jug or pitcher, or toothpick holder, made of hard paste porcelain. The date is circa 1903 to 1904. On the underside there is the printed Royal Worcester Mark with enough dots to take the date of the piece to around 1903 or so.
